Use “dlc-toggler.exe” and “dlc-uninstaller.exe” in game root to enable/disable/uninstall DLCs you don’t need. Use “language-changer.exe” in game root to change the game language. After-install integrity check so you could make sure that everything installed properly. Installation takes: ~12 minutes on 8-threads CPU ~25 minutes on 4-threads CPU. With base game and expansion packs that's 55.5GB - still under your limit. Download and install the rest of the DLCs - that's 7.4GB download + 10.4GB after installation. 
With the base game that's a little over 51GB total, still under your limit.
Download and install all Expansion Packs (from EP01 to EP11) - that's 13.5GB download + 19GB after installation. Download and install base game + patch - that's 12.3GB download + 18.6GB after installation. But you will need to do it in chunks - download part of my repack, install it, delete the downloaded files, download another part of my repack, install it, delete downloaded files and so on until you have everything.įor the sake of temporary files created during installation let's say you have 60GB free. Because if it's on the same partition then after deleting it you'd have about 66GB free. The question is: do you want to install all DLCs? I don't know if that 37GB is all you have or if you have FitGirl's repack on the same partition. You can skip the DLCs you don't want - you can even skip all of them. There is a way to do it - with my (anadius) repack. And language files for TS4 are so small there's no point separating them either. 
Nope, I haven't seen her make DLCs for any game optional/selective.
